VA Adaptive Housing in San Diego County
Last updated: April 21, 2026
A San Diego–specific walkthrough of VA adaptive housing grants, what local contractors typically charge, and how to plan a modification project along the coast.
Why San Diego Is Different
San Diego County is home to one of the largest veteran populations in the country. With Naval Base San Diego, Marine Corps Base Camp Pendleton just up the coast, MCAS Miramar, and a long history of Navy and Marine service members settling down after separation, the county has a deep bench of veterans who may qualify for the VA's adaptive housing grants.
That density matters for two reasons. First, there are more local contractors with actual VA project experience than you'll find in most other regions. Second, coastal Southern California pricing applies — labor, permitting, and materials cost noticeably more here than in the Inland Empire or the rest of the country.
San Diego Regional Cost Expectations
Our cost calculator applies a 12% coastal premium to base national pricing for San Diego County projects. Concretely, that means the ranges below tend to be what veterans see when bidding out modifications locally:
| Modification | National Range | San Diego Range |
|---|---|---|
| Roll-in shower | $8,000 – $15,000 | $8,960 – $16,800 |
| Accessible bathroom | $5,000 – $12,000 | $5,600 – $13,440 |
| Accessible kitchen | $8,000 – $18,000 | $8,960 – $20,160 |
| Stair lift / elevator | $3,000 – $15,000 | $3,360 – $16,800 |
A full-home accessibility package in San Diego typically runs $85,000 – $115,000, which still fits comfortably under the FY2026 SAH cap of $126,526. Smaller-scope projects often fit under the SHA cap of $25,350.

Local VA Healthcare & Benefits Resources
The VA San Diego Healthcare Systemis the primary VA provider in the region, with the main medical center in La Jolla and community-based outpatient clinics in Chula Vista, Oceanside, Escondido, Mission Valley, and Sorrento Valley. Your primary care team there can help document the medical necessity of modifications — a crucial piece of any SAH, SHA, or HISA application.
The VA Regional Office in Los Angeles processes benefits claims for most of Southern California, including San Diego. For questions about the application itself, the national VA line at 1-800-827-1000 is the fastest route.
Permits & Building Considerations
San Diego city and county permitting is generally well-run but not fast. Budget 2–6 weeks for permit review on structural changes like ramp systems, bathroom gut-renovations, or elevator installations. Coastal properties — anything west of I-5 in much of the county — may also touch the California Coastal Commission process, which adds time and cost to exterior work.
Older homes in neighborhoods like North Park, Golden Hill, or downtown Oceanside can trigger additional structural review. If your home was built before 1978, plan for lead paint disclosures on any project that disturbs painted surfaces.
Many condo and townhome owners also deal with HOA approval, which can add 2–8 weeks on top of city permits for exterior ramps or door hardware changes.
Finding a CAPS-Certified Contractor in San Diego
The Certified Aging-in-Place Specialist (CAPS)designation from the National Association of Home Builders is a strong signal that a contractor has specific training in accessibility work — grab bar placement, turning radii, transfer spaces, and the kinds of details the VA will inspect. San Diego has a healthy pool of CAPS-certified remodelers because of the large senior and veteran populations.
When you vet contractors, ask specifically about:
- Prior SAH, SHA, or HISA projects they've completed
- California contractor license (verify at CSLB.ca.gov)
- General liability and workers' comp insurance
- References from at least two veteran clients
- Whether they'll handle VA scope-of-work submissions directly

Common San Diego Project Profiles
A few patterns come up over and over in San Diego County work. These aren't quotes for your specific home — get bids — but they give you a realistic starting frame for conversations with contractors.
Wheelchair-accessible primary bath (single-story home)
Roll-in shower with a linear drain, pocket door, grab bars, lowered vanity, comfort-height toilet. San Diego range: roughly $20,000 – $28,000 including permits. Fits comfortably within SHA on its own; a common building block of a larger SAH project.
Exterior ramp plus threshold entry
A 20-foot concrete ramp with handrails plus a zero-threshold entry upgrade runs roughly $8,000 – $14,000 in San Diego. Coastal Commission review can apply if you're west of I-5, adding weeks (not usually dollars).
Full single-story accessibility package
Bathroom conversion, widened doorways throughout, exterior ramp, accessible kitchen adaptations, smart-home controls, non-slip flooring. Typical San Diego range: $85,000 – $115,000. Stays inside the SAH cap.
Which Grant Fits a San Diego Project?
Most San Diego veterans land on one of three VA grants, chosen based on the scope of work and the veteran's disability profile:
- SAH (Specially Adapted Housing):the biggest grant. FY2026 cap is $126,526. Typically used for major structural work — full bathroom conversions, elevators, extensive ramp systems, or buying and modifying a new home. Eligibility is tied to specific service-connected disabilities (loss of use of multiple limbs, severe TBI, certain burns, etc.).
- SHA (Special Housing Adaptation): FY2026 cap is $25,350. Good fit for a single bathroom remodel plus a mobility feature, or a kitchen adaptation. Eligibility is somewhat less restrictive than SAH.
- HISA (Home Improvements and Structural Alterations):smaller, faster. Up to $6,800 for service-connected and $2,000 for non-service-connected disabilities. Works well for targeted safety modifications — grab bars, threshold removals, a simple ramp.
Because San Diego's coastal pricing pushes up per-line-item costs, the SHA cap can run out faster here than in inland counties. If your scope is borderline, model both SAH and SHA numbers in the calculator before committing.
Typical Project Timeline in San Diego
A realistic San Diego timeline, from the day you start your VA application through final inspection, runs about 5–7 months for a standard bathroom-plus-mobility project. Rough breakdown:
- VA application review: 4–8 weeks
- Contractor selection and scope development: 3–5 weeks
- VA scope-of-work approval: 2–4 weeks
- Permits (city plus any HOA): 3–6 weeks
- Construction: 4–10 weeks depending on scope
- Final inspections: 1–2 weeks
Coastal permitting and HOA review are the two items most likely to stretch a San Diego timeline. Building that buffer in from the start avoids surprises.
