VA Adaptive Housing in San Bernardino County
Last updated: April 21, 2026
From Ontario to Barstow — a practical guide to VA adaptive housing grants across the largest county in the contiguous United States.
A County the Size of a Small State
San Bernardino County is the largest county in the contiguous United States by land area — roughly 20,000 square miles, bigger than nine US states. The veteran population is spread across dense Inland Empire suburbs in the south, high-desert communities in the Victor Valley, and remote corners of the Mojave in the north and east. No two veterans here have quite the same logistical picture when planning an adaptive housing project.
The good news: construction costs are lower than on the coast, and the county has a strong network of contractors who understand both suburban and desert housing stock.
San Bernardino County Cost Expectations
Our cost calculator uses a 1.00x inland baseline multiplierfor San Bernardino County — roughly 12% lower than comparable San Diego or Orange County work.
| Modification | San Bernardino Co. | Coastal (SD/OC) |
|---|---|---|
| Roll-in shower | $8,000 – $15,000 | $8,960 – $16,800 |
| Accessible bathroom | $5,000 – $12,000 | $5,600 – $13,440 |
| Accessible kitchen | $8,000 – $18,000 | $8,960 – $20,160 |
| Wheelchair ramp (20 ft) | $5,000 | $5,600 |
Against the FY2026 SAH cap of $126,526, a full accessibility package in San Bernardino County usually finishes well inside the grant. SHA (capped at $25,350) typically covers a bathroom remodel plus a mobility feature or two.

High-Desert & Mountain Considerations
The county's geography creates some project-planning realities you won't see on the coast:
- Manufactured homes are common in the high desert (Victorville, Hesperia, Yucca Valley, Twentynine Palms). Modifications to manufactured housing are eligible for VA grants, but the work has different structural rules and may need a HUD-compliant installer. Confirm this with your contractor up front.
- Older housing stock. Much of the San Bernardino Valley and Victor Valley was built between 1960 and 1985. Expect to find narrower doorways, slab foundations that complicate roll-in showers, and occasional asbestos/lead disclosures.
- Mountain communities (Big Bear, Lake Arrowhead, Crestline) have limited contractor pools and snow-season access issues. Plan major work for late spring through early fall.
- Long travel distances.A contractor based in Rancho Cucamonga usually won't drive to Barstow for routine visits. Hire locally within your sub-region to keep costs down.
Local VA Healthcare & Benefits Resources
The VA Loma Linda Healthcare System is the primary VA provider for San Bernardino County, with the main medical center in Loma Linda and community-based outpatient clinics across the region, including in Victorville. Your Loma Linda care team is the starting point for medical documentation supporting an SAH, SHA, or HISA application.
Benefits claims process through the VA Regional Office in Los Angeles. The national benefits line is 1-800-827-1000.
Permits & Contractors
Permitting timelines vary more here than in any other Southern California county. Cities like Rancho Cucamonga and Redlands run professional, fast review processes. Unincorporated county areas — especially in the high desert — can be slower due to staffing. Budget extra calendar time for anything outside city limits.
Verify any contractor's California license at CSLB.ca.gov. Prefer contractors who hold CAPS (Certified Aging-in-Place Specialist) credentials and have completed prior SAH, SHA, or HISA projects. Browse contractors serving San Bernardino County in our contractor directory.
Common San Bernardino County Project Profiles
A few patterns come up over and over across the county. These are starting-point numbers, not quotes — every home needs a real bid — but they help you frame the conversation with contractors.
Inland Empire bathroom-plus-mobility project
Roll-in shower with grab bars, widened doorways, threshold ramp at the main entry. Typical range: $18,000 – $24,000. Fits under SHA at local pricing.
High-desert manufactured-home retrofit
Bathroom conversion, exterior ramp sized for the home's pier height, doorway widenings, HVAC and insulation review for summer extremes. Typical range: $22,000 – $35,000. Often a HISA-plus-personal-funds combination, or SHA for larger scopes.
Full single-story accessibility package
Complete bathroom conversion, widened doorways, exterior ramp, accessible kitchen adaptations, smart-home controls. Typical San Bernardino County range: $75,000 – $100,000. Well under the SAH cap at inland pricing.
Which Grant Fits a San Bernardino Project?
The inland pricing environment gives San Bernardino County veterans more flexibility in grant choice than their coastal neighbors:
- SAH:FY2026 cap $126,526. Covers large-scale structural work — full-home modifications, elevators, new construction, or home purchase plus modification. At inland prices, SAH funds a very comprehensive project.
- SHA: FY2026 cap $25,350. Enough at local pricing to cover a complete bathroom remodel plus a stair lift or outdoor ramp system.
- HISA:up to $6,800 for service-connected disabilities and $2,000 for non-service-connected. Good fit for targeted modifications — grab bars, threshold ramps, doorway widenings, simple safety work.
For manufactured-home projects in the high desert, confirm grant compatibility before signing a contractor. HISA is generally the easiest to apply to manufactured homes; SAH and SHA work too, but scope-of-work documentation can be more involved.
Typical Project Timelines
Timelines depend heavily on where in the county you are. Rough ranges for a bathroom-plus-mobility project:
- Inland Empire cities(Rancho Cucamonga, Ontario, Fontana, Redlands): about 4–6 months end to end.
- High desert(Victorville, Hesperia, Apple Valley, Barstow): 5–7 months. Contractor scheduling and county-area permits are the usual slowdown.
- Mountain communities(Big Bear, Lake Arrowhead, Crestline): 6–9 months because of the shorter working season and limited contractor pool.
Start your VA application early and line up a contractor during the review window — by the time VA approves your scope, you want bids ready to submit.
